Technical-customer function

For applicable turnkey construction projects, ALMECO can establish one qualified management line across all stages in the role of technical customer, subject to confirmation of the asset category, regulatory requirements and contractual authority.

Legal basis and responsibility boundaries

The function does not apply automatically to every project.

Before proposing the role, ALMECO checks Article 121 conditions, asset responsibility category, turnkey model, contractual authority and required certified specialists. The technical-customer function is not presented as a separate ALMECO accreditation and does not remove decisions reserved to the client, reviewers or authorities.

ALMECO’s approach draws on the founder’s personal experience in EPC, PMC, design, construction, technical supervision, QA/QC, industrial facilities and infrastructure. This includes professional work completed before and outside ALMECO assignments and is not presented as a portfolio of projects delivered by the company.

What should be agreed at the outset

How is a technical customer different from a conventional PMC?

PMC is a contractual management model that can be tailored to many projects. Technical customer is a specific function for circumstances defined by law. At mobilisation, ALMECO confirms the applicable model and records authority, responsibility and exclusions.

What information is needed for an initial assessment?

A short asset and stage description, location, intended scope, available design and permit records, target dates and the main issue are usually enough. After review, ALMECO issues a focused list of missing inputs.

How are fee and duration determined?

They are confirmed after reviewing the inputs and asset responsibility category. Key drivers include disciplines and specialist team, scale and complexity, site visits, programme, document volume, number of parties and required control depth.

Can this service be appointed separately?

Yes. ALMECO may perform one function or include it in an agreed technical-customer, PMC or Owner’s Engineer model. Roles and potential conflicts are checked before appointment.
