ALMECO Permit & Approval Navigator Kazakhstan

Engineering coordination of permits and approvals

We identify which actions apply to the specific asset, who owns each step, what is needed before submission and what evidence closes the procedure.

Service boundary

This service answers one specific management question.

Which permit route applies, and how should the asset be moved through it to construction or commissioning?

Main output
A procedure, dependency and responsibility map, with submission and comment management where required.
Do not confuse with
It does not replace design, legal advice or a decision by an authority or utility.

Why projects lose time

Separate applications do not create a managed permit process.

Designers, utilities, contractors and owners each control different pieces. Without one route, dependencies surface too late — during review, connection or commissioning.

  • Procedures are followed without first testing applicability to the actual asset, stage and process.

  • A published service period is mistaken for the full preparation, comment and third-party decision cycle.

  • Outstanding planning, utility, environmental or completion conditions remain unresolved at handover.

Permit readiness

From a list of procedures to the project critical path.

ALMECO links applicability, inputs, owners, dates, dependencies and closure evidence in one working system.

  • One permit-readiness map instead of disconnected applications, correspondence and unchecked lists.

  • Early visibility of gaps, dependencies and the critical path before submissions and construction begin.

  • Managed coordination of comments, dates, owners and closure evidence through commissioning.

Clear boundaries

Engineering coordination without replacing authorities or regulated participants.

The scope is fixed by asset, location, stage and number of live procedures. Design and specialist services are commissioned separately where needed.

Included

  • Asset classification and procedure-applicability review.
  • Audit of source documents, requirements and current comments.
  • Route, critical path, RACI, registers and dashboard.
  • Readiness review and comment coordination within the agreed scope.

Excluded unless separately commissioned

  • Legal opinion, litigation support or a guarantee of an authority decision.
  • Design, surveys, EIA, sanitary studies, expert review or laboratory testing.
  • Official fees and utility, specialist, notarial or translation charges.
  • Use of the client’s digital signature or execution of applications without lawful authority.

Client outputs

Typical deliverables

The final scope is tailored to the decision, project stage and information available.

  • Project- and stage-specific map of applicable permits and approvals.

  • Source-document register and prioritised gap list.

  • RACI ownership matrix, dependencies and critical path.

  • 30/60/90-day action plan with owners, dates and closure evidence.

  • Application-readiness review and technical submission coordination within the agreed scope.

  • Submission, comment and decision registers with a current status dashboard under the Premium package.

Process

Five controlled steps from diagnosis to comment closure.

Each stage has a defined output; critical gaps are recorded and escalated rather than hidden behind general wording.

  1. Diagnose

Confirm the asset, real process, rights, project stage, target dates and approvals already received.

  2. Classify

Identify applicable and conditional procedures, owners, dependencies and information gaps.

  3. Build the route

Set the critical path, RACI, calendar and 30/60/90-day plan.

  4. Coordinate

Review package readiness and record meetings, comments and participant actions.

  5. Control closure

Track submissions, decisions and verifiable evidence; escalate delay and scope change.

Commercial packages

A one-off permit route or active process management.

The final scope and calendar are confirmed after a short qualification call and review of available inputs.

from KZT 1,500,000 excl. VAT

Best for
An investment decision, start of design or restoring clarity on a live project.
Typical timing
15 working days after receipt of complete inputs
  • 1 asset, 1 site, 1 city and up to 2 scenarios.
  • Document audit, applicability map and gap list.
  • Risk, critical path and 30/60/90-day plan.
  • Kick-off and final decision presentation.

PREMIUM — Permit Management

KZT 2,400,000 mobilisation + KZT 1,200,000/month excl. VAT

Best for
A project with several authorities, utilities and live procedures requiring a continuing coordinator.
Typical timing
Minimum 3 months; calendar follows classification
  • All Standard outputs plus active route management.
  • Up to 15 concurrently active procedures per month.
  • Up to 4 working coordination meetings per month.
  • Weekly dashboard, comments, minutes and escalation.

Minimum Premium fee for the first three months is KZT 6,000,000 excl. VAT. Official and third-party charges are excluded. VAT is added where applicable.

When to engage

Typical use cases

Situations in which this service is commonly valuable.

  • Site acquisition, investment approval or the start of design for a new facility.

  • A live project facing refusals, repeated comments, utility delays or fragmented ownership.

  • Preparation for construction, utility connections and facility commissioning.

Practical answers

What to know before starting.

Does ALMECO guarantee a permit or utility approval?

No. An independent authority or utility makes that decision. ALMECO builds the route, reviews readiness, coordinates action and records the causes of delay, but cannot promise a third-party outcome.

How is this different from the designer’s role?

The designer owns the design and its disciplines. ALMECO manages the whole permit-readiness picture: applicability, dependencies, owners, dates and closure evidence.

Who signs applications and uses the digital signature?

The client or a lawfully authorised representative. Credentials are not transferred to ALMECO; technical preparation and coordination do not replace the applicant’s authority.

When should ALMECO be appointed?

Before site acquisition or investment approval, at design start, or as soon as systemic comments appear. Earlier visibility of the critical path makes gaps less expensive to correct.

How is permit support different from land due diligence?

Land due diligence asks whether a site suits the intended project before commitment. Permit support defines and manages the formal route for a selected asset. They may follow one another, but they do not duplicate each other.

Next step

Get an initial view of the asset’s permit readiness.

Send the asset type, city, stage, target construction or commissioning date and the approvals already available. We will recommend the right review format.
